[Lpk-rules] Moellman Addendum per Bylaws

Hey Lex,
Thanks for this. I noticed that I had a mistake in the "Clean" version
and I have attached the corrected version. The change was made in the
Markup but was missed in the "Clean". It is the portion about "good
standing" being tied to Kentucky /campaign finance/ law. The addendum
was "campaign finance". This was agreed to in the Rules Committee as a
good change. Would you mind swapping it out?
This should comply with the bylaws as the Markup version was the
intended version, and the Clean version is there just for readability's
sake.
