[Lpk-rules] Moellman Addendum per Bylaws

[Ken Moellman]

Sending Constitution, Operating Rules to Rules Comm List and Lex for
posting / updating on the website .. To keep things from getting insane
it would probably be best to remove the originally-posted and replace
with these.   

I'm still working on Bylaws, since the Elections Committee did release
their rules and I need to compare/contrast/take from that report and add
to my proposal.
