[Lpk-execomm] Email motion Hyatt Regency Feb 21 for state convention

The timing of email motions is set forth in the constitution. I'm out getting signatures for Wendy right now or I would cite the relevant section.

I was also wondering about A/V arrangements. The main complaint I heard in 2025 was A/V.
