[Lpk-execomm] District and County Disbursements

Ken and I sat down for a while last night so I could learn how to do the 
disbursements to district and county parties, here's the numbers we have 
for Q1 this year

District 1 - 102.87
District 2 - 218.07
District 3 - 64.25
District 4 - 1884.44
District 5 - 16.08
District 6 - 46.53
Barren County - 45.99
Bullitt County - 89.24

 From my recollection, Districts 5 and 6 do not currently have an 
affiliate, those numbers are just included for reference

I've been told that there is a potential issue with District 2 not 
having a bank account during that quarter, apparently that means the 
money is not supposed to be distributed. Could someone clarify if that 
is the case? That honestly seems odd to me, so I wanted to call it out

District 4's disbursement is so large because of Courtney Jung's 
generous donation at the Convention

 From my understanding there does not need to be a vote for me to send 
these funds to the affiliates, in which case I need mailing addresses. 
If we have those filed somewhere that would be great, otherwise I'll 
contact them directly to get that. If a vote does need to happen please 
let me know
