[Lpk-execomm] District and County Disbursements

It's a bit vague in light of the new rules, but there's a "in good
standing" clause that is undefined. Historically, we did not disburse to
those who did not have a bank account in the quarter, because they had
nowhere to put it. Later, when KREF came around in 2012, it was a "must
have" per KREF.
It is my understanding that D2 now has a bank account as of about a week
ago, and that's excellent.
Based on the motion we passed at the last meeting, I believe Bullitt
will get the $200 we allocated, but not the $89.24 listed below. That
motion also incorporates any disbursements to be made to Bullitt in Q2;
unless the total of Q1 and Q2 to be disbursed to Bullitt was to exceed
$200, in which case they would get the remainder.
And I would say that since it's in the Constitution and Operating Rules
that (a) you're responsible for the funds, and (b) the formula therein
is set, that you should be good to disburse.
