[Lpk-execomm] Changes to Mailing List for D2

Per the recent changes in D2 due to massive growth, Chris Dillingham and
Joey Redmon have been removed from the list, and Randall Daniel has been
added. 

I am setting up email addressed for the new county parties and
coordinators in D2 today as well.
