I don't think more could encapsulate

The statutory immigration figures have been frozen - for decades - by 
category; they haven't kept pace with world or USA population growth

I think there should be a one-time adjustment and then annual 
adjustments thereafter for population growth

Outside the lottery, there are virtually no openings for lower income, 
poor people

Any and all laws should be enforced; otherwise, they shouldn't be laws
