This first link just indicates that complaints have been made to the IL Attorney General about the intimidation tactics used in Illinois. "Looking into it" is a far cry from filing charges, but it could be a first step in that direction...maybe. http://politics.suntimes.com/article/springfield/pistol-packing-petition-ch… Even though the SOS decided that the LP of Illinois had enough signatures to make the ballot (squeaked by with 989 to spare), the GOP isn't letting it go. They are now trying to overturn the decision of the SOS that the LP had qualified. Upcoming LNC Meeting - previous notice requirements, agenda item requests, and reports

All, A reminder that if you intend to introduce a motion at the upcoming LNC meeting with previous notice, you'll need to send complete language of any such motion to the LNC business list no later than September 6, 2014. If you would like an item added to the agenda for the meeting, please send me an email with the agenda item, a brief description, and the time you are requesting. The agenda is of course amendable at the meeting, but everything will go more smoothly and quickly if most items are included in the proposed agenda. I will distribute a proposed agenda to the LNC no later than September 13, 2014. I would ask that any written reports from regional representatives and officers be sent by that date as well to ensure all members have sufficient time to review them prior to the in-person meeting. Any audit report

I haven't seen any mention of the 2013 Audit. I bring it up because last year we did the Audit and Budget at same meeting and it was the opposite of fun. Now, I expect there will be less excitement concerning the 2013 Audit so if we don't have it until December it won't be as bad, but even so, the first budget of last term took a long time to get through. I'd prefer if we can separate the two to maximize the time we do have, given what we hope to achieve next year and the effort needed to properly plan a budget for it. ~Rich Region 8 Rep

Information Technology Committee Survey

Dear LP State Chairs, As a two term Chair of the LP Indiana I experienced many frustrations with the wide range of technology issues that exist between the national office and the various state parties. In order to move forward with our mission of electing Libertarians to public office we can no longer allow technology to be a problem and, in fact, must make it work for our candidates and affiliates so they can run better campaigns and state organizations. Quick note for the LNC

Just as an update on my region/state, we may have run into an issue in CT. We have a candidate running against a Democrat head to head, and the Democrat voted for an unpopular gun control bill last year. This is a winnable race. Why is this a problem? It isn't, but he is not on the candidate list which will soon be sent to towns for ballot printing. He was informed by the Secretary of State's office that he had sufficient valid signatures. I hand-delivered the necessary paperwork, with time and date stamps. Other candidates whose paperwork was delivered at the same time are on the list. The Secretary of the State is a Democrat. We have received stone walls on inquiries to the SOTS office. I am not anticipating any resource requests, but wanted to let you know, plus see if anyone had any advice other than "keep contacting them" which is what I've been doing so far. Joshua A. Valid points, Arvin . . . . . . but I think you are being way too harsh. There are limits as to what you can do in 30 seconds. I believe the ad is excellent, a good example of what we need lots more of. 1> It presents Mr Hunt as a real person (appearance, positive attitude, energetic, personable, competent, intelligent, not a gadfly). He comes across as one who could manage a state, and not a one-issue crusader. 2> It emphasizes recognition of two very important names: “Libertarian Party” and “Andrew Hunt”. Name recognition is absolutely crucial, it has to be the essence of all campaign advertising. 3> It asks for the voters vote (you don’t get if you don’t ask) 4> The ad appears to address the specific issues hot in Georgia at the current time. Libertarian issues are not so important. In a real campaign, it is what the voters consider hot that is important. 5> In an environment where approval ratings are dismal and voters are looking for an acceptable alternative to the status quo, a concentration on being different is sufficient. Generally, any attempt to become more specific without a meaningful opportunity to “sell the benefits” (which can’t be done in 30 seconds) will tend to alienate more voters than it will attract. How one attracts activists to your organization and how one sells yourself to 10 million voters are completely different. Issues and their related specifics are important to activists and make a big difference in building an organization. Getting voters to vote for you is, in absolute fact, more a popularity contest. In order to get someone to buy a product or service, they need to know what that product or service is. In our case, our service is cutting government: eliminating regulations, abolishing departments, cutting and eliminating taxes. The second thing they need to know: why is that service beneficial to them? The current commercial hints at some of those when it briefly mentions cutting regulations. Specific cuts, and their benefits, would be a stronger selling point. Affiliate Support Committee Chair and Solicitation of Additional Members

All, I have selected Guy McLendon as Chair of the Affiliate Support Committee. Per the current policy manual, Mr. McLendon will select three additional members from a pool of LNC Regional Representatives or Regional Alternates. If you are a Regional or Alternate Representative interested in serving on the Affiliate Support Committee, you are encouraged to contact Mr. McLendon at guy.mclendon(a)lp.org or by phone at 832-372-8131 for consideration. Three additional members of the committee are selected by the Libertarian State Leadership Alliance. Convention Planning Comments

Hello All . . . In response to my request for comments concerning convention planning, I have received the following pertinent comment. As I am unaware of who will be on the convention planning committees for this term, I provide this to you all: My only opinion on this is that the whole schedule preceding the convention should be moved up by about three months. Memorial day weekend it fine, but the rest is too late. Here's why. The attendees need to decide whether to attend and then plan ahead. They need to know where the convention is, and what the schedule is, and what the events are, and who is going to speak on what - months in advance. There's an equation that goes on in the heads of attendees - what's it going to cost, can I afford the time, and what are the benefits of attending. And they need some time to figure it out. Then it has to be figured out in time to get decent air rates and hotel rates. This last year that didn't happen. As a state chair I do my best to drum up enthusiasm for the convention. But, it's hard to get people excited to go to a convention when they don't know anything of the particulars, and after they learn the particulars there's no time to make reasonable arrangements. Folks would ask me for schedules and agendas, etc., and all I could tell them was 'sometime soon'. This has to change. So, my recommendation again. Get the venue, speakers, events, and logistical details done 3 months earlier so they can get to the potential attendees in time for rational decision making and planning. understanding previous notice

As Nick mentioned, there's an approaching deadline on Sept 6 for providing previous notice for the upcoming LNC meeting. For those of you who may not be quite as familiar with some of the nuances of Robert's Rules, I thought it might be helpful for me to give a brief explanation of the effect of previous notice. As the name implies, previous notice is letting voting members know in advance that you intend to make a particular motion. Policy Manual Section 1.02.1 explains how one can give previous notice (overriding the default rule in Robert's). The policy says that you can give previous notice by announcing it at the previous LNC meeting, or sending the *complete language* of the motion to the *entire* LNC by email at least 14 days prior to the session, or conducting the vote by email ballot. For many of the things we do (new business on a non-parliamentary subject) giving previous notice often makes no difference in terms of parliamentary procedure, and the motions only require a majority vote to adopt. Our bylaws create an exception for the case of public policy resolutions. If you want the LNC to adopt a public policy resolution (Joshua, your Common Core resolution would be subject to this), previous notice makes a big difference. LP Bylaws Article 8.11 says that the LNC can adopt public policy resolutions by a 3/4 vote with previous notice or by unanimous consent without previous notice. SIDE NOTE: The rationale for adopting that bylaw was to encourage the LNC to focus on party management duties rather than spending our limited time together writing essays which likely will have little actual impact on public policy. Even if previous notice isn't required, it may be a good idea to do it anyway, as Norm has done with his proposal regarding the 2018 convention. Depending on the subject matter or the complexity of it, it may increase the chances for passage if you show people the motion in advance and give them time to think about it. Some people don't like to be rushed into quick decisions. Giving previous notice also means that people have time to gather any facts/questions needed for the discussion so we can have meatier debate and make better decisions. Sometimes the feedback you get in advance can help us get through the subject faster, agree on amendments faster, etc. once we get into the in-person meeting. What does require previous notice? Motions that have the effect of changing or nullifying previous action of the assembly - such as the motion to Rescind or to Amend Something Previously Adopted are the things we most commonly encounter that require previous notice *if they are to be adopted by only a majority vote.* Failure to provide previous notice doesn't mean you can't make the motion at all during the meeting, but it MAY result in a higher vote threshold being required for it to pass, depending on what it is you want to change, how many people have attended the meeting, and how many of those present choose to vote. To pass a motion to amend something we have previously adopted (in general), we need one of the following vote results: a) majority vote with previous notice, or b) two-thirds of those present and voting, or c) a majority of all the members of the board. With 17 LNC members, it would take 9 affirmative votes to meet this threshold, even if only 12 are attending, even if a large number of people abstain. 9 votes. If you want to amend the Policy Manual, make sure you reference the intro to that section of the manual to see what the rules are for amendment. As explained before, the policy manual is divided into sections based on what type of rule it is, and different types of rules have different requirements for adoption/amendment. If it's in the special rule of order section, amendment requires: a) previous notice AND a two-thirds vote, or b) majority of all the members of the board (so 9 votes). There are logical reasons behind the previous notice requirements, but I'll spare you the theory lecture. This is not complete coverage of the topic of previous notice, but it's a decent intro to the things you'll typically encounter with the LNC. -Alicia

This case, the case in Illinois, and the case in New York, seem to have national significance. These are warnings about what the 2 minor parties plan to do, and have to be stopped. Considering bounds of FEC regulations, law, autonomy, and budget, what can the national party do to assist in these cases? The case in NY is, I think, particularly atrocious, but also an interesting opportunity. It involves a complaint lodged solely on the grounds that the requirements for ballot access are so high that there's no way to meet them, so the candidate must have cheated (at least, that's my understanding of the complaint.) This is an interesting admission. Joshua A.
