Pojunis Chairman of the Libertarian Party of Nevada" Given that the calendar is dependent on our affiliates filling it up with events anyway, I agree with Mr. Pojunis. Deleting the calendar will save staff some time, and it would decrease the amount of extraneous "stuff" on the web site. People in California don't care that Rhode Island is holding their monthly meeting on October whatever, and people in Rhode Island don't care that California will be holding its Annual Meeting in April 2015. If you really need a calendar on lp.org, have it be ONE PAGE that is divided into months, and only list LNC Meetings, the National Convention, and maybe the LSLA Meeting. Setting something like that up would be simple, and keeping it up to date would literally take 5 minutes per month. Much more important would be making sure that our affiliates keep the event calendars on their own web sites up to date. This is why it would be really helpful if we had an affiliate agreement that detailed what the National LP would provide to our affiliates, AND what the National LP requires of our affiliates. That would focus the LNC's attention on fulfilling our side of the agreement, and it would make it easier for the National LP to disaffiliate state affiliates that aren't willing to perform even the basic functions of a political party. I don't even pretend to be a graphics designer, but how about something like this for the Party's logo: L D R This is a large L on top of a small D on the left, and a small R on the right. The obvious implication is that the Libertarian Party is superior to the Democrats and the Republicans, without actually spelling out their names. I am sure a good graphics designer can colorize and change the fonts to make the above logo much better looking than the very crude representation I came up with. Scott Lieberman

LNC Meeting Agenda Item - Convention Expenses

I would like ten minutes on the agenda for Convention Expenses. My motion will be to amend the budget by increasing Convention Expenses by $400. The LNC paid Nigel Lyons $735 for the time and equipment for convention videos. He offered to do the subsequent editing and uploading online for $400, which the Convention Management Committee agreed to. Convention expenses to date are $120,303.91, and the budget is $110,000. The Policy Manual, on page 28, states, "Funds shall not be disbursed for any budget line that exceeds the total budgeted expense amount by 10% or $100, whichever is more." Since convention expenses are close to this limit, we thought the LNC should consider increasing the budget by $400 to cover the video editing and uploading. Tim Hagan

The July End-of-Month financial reports are attached. I sent these last weekend, but from the wrong address so it apparently got rejected. We are still in the hole in terms of the reserve requirement, being at -$12,871 at the end of July and expect to be no better for August. Our accounts payable at the end of July was $45,376, and is currently $31,256. We are making some progress with the Hyatt Regency Columbus being the biggest chunk still to be paid off. Tim Hagan

I am requesting an agenda item for ten minutes to consider the following Policy Manual amendment: -------------------- 2.09.3 International Representatives The LNC may appoint one or more individuals to serve as International Representatives, subject to the following: - The title is honorary, and does not convey any binding authority, unless specifically and conditionally delegated by the LNC. - The International Representative serves at will, and may be terminated by either party at will without cause. - The terms of service are from appointment until termination, and will not be tied to LNC terms of office. - Expenditures for this position must be made from either budgeted expenses or from restricted funds raised specifically for this purpose*may not be made without advance approval by the LNC*. - The purpose of this position is to establish and maintain mutually beneficial relationships between the LP and its international counterparts. -------------------- I propose deleting the "and conditionally" in the first bullet point because I have no idea what that means. How do we delegate something conditionally? Regarding bullet point #4: I don't like the idea of the LNC dumping a lump sum in the budget for this purpose and then having no more say about how that money is used. I wouldn't want our delegates to think that it could be used as a slush fund for European trips when the party is broke. Our policy manual has a directive to staff that there are to be no off-budget expenditures. But when bullet point #4 says there can be expenditures either from budgeted funds OR raised as restricted funds, it implies the restricted funds are off-budget, else it would be covered by "budgeted funds". This seems to create an exception for off-budget spending on this one area. The LNC might have NO say in it. The chair/staff could decide to raise restricted funds from our donor base for something the LNC would not approve of if asked, but because of this policy, they don't need LNC's approval. It's off-budget. The convention asked to pursue forming an International Association of Libertarian Parties. Frankly, I don't know that member funds should be used at all to create a separate organization as opposed to spending on our own organization. The delegates didn't approve this policy. They voted for an idea. They said nothing about spending money. But if money is to be spent for something that is outside of our normal scope, the LNC should have to specifically approve the expenditure. Not just a budget category with a big, round number in it to be used as someone else chooses. Not off-budget things that the LNC may not even know about and hasn't approved. A specific request to spend $X in an itemized way. We should probably inquire with Paula Edwards whether or not there are any FEC restrictions about our spending for international political purposes rather than for political activity in the U.S. Tim, could you inquire about that before our meeting? -Alicia

I am requesting an agenda item for two minutes to consider the following Policy Manual amendment: -------------------- 1.02.1 Previous Notice An LNC Member may satisfy by either one of two methods the requirement of giving previous notice of his or her intention to introduce an original main motion at the next session: - announcing this intention at the previous session in the presence of a quorum, providing an accurate and complete statement of purport, such notice to be taken note of in the minutes; or - send the complete language of the motion to the entire LNC by e-mail at least 14 days prior to the session. Motions dispensed through electronic mail ballots satisfy the requirement of giving previous notice. -------------------- Rationale: The bylaws were amended in Columbus so that this wording is now in Article 14, making this policy redundant. -Alicia

agenda item request - teller's report

Just a reminder that we need an agenda item for the report from the convention tellers, as David Blau and Stewart Flood agreed to do for us. I guess we didn't set a time frame for when we would like to get that information, but it needs to be before they forget the details of the experience. I have not yet received anything in writing from them, but they may be working on it. I will send an email inquiry to them to ask if they anticipate being able to provide that to us before the meeting. I think we should go ahead and put a placeholder on the agenda for it, and it's easy to skip if we have nothing to talk about at that time. -Alicia
