[Lpk-rules] Rules Committee Report - Draft

Attached are 4 documents: 

 	* The cover page for the full report
 	* The current Constitution
 	* The proposed "clean" version that the committee is proposing
 	* The redline comparison between the current and the proposed

I still have work to do on these documents, including creating the
3-column format.  But I wanted to circulate these documents as quickly
as possible.  I know that Chris prefers the redline version.   

Please note that I do not use Microsoft Word, so if it comes across
messed up, please let me know.
