[Lpk-rules] Convention reports and proposals posted on website

Can you also post the PDF of the markup version of my proposal?  It
contains all of the notes and is the format generally used in
Libertarian conventions these days. 

If I can get caught up, I plan to create the same format for the
committee report.  Apples to apples, and all.
