[Lpk-execomm] Motion to authorize funds

It's fine -- a lesson learned, if nothing else. I just want to be sure 
that people know we're helping, including those outside the party. But 
internal recognition is good too. Given the cost, I'm not going to lose 
any sleep over it. We can add on a logo or whatever in the next round 
if/when that happens.
