[Lpk-execomm] Motion for Clark Co. advertisement

Hello all,

As per our excom discussion.  I motion we spend 40 dollars a month for 
an advertisement in the Winchester Sun to be cancelled at the discretion 
of this executive committee or the Clark County Chair.

Speaking in favor part if necessary.  These advertisements will be paid 
for directly with donations from the Clark County Chair Chris Hall.
