[Lpk-execomm] Rules Committee Report

Lex,

Let's chat about this off-list, but I had planned to put the committee 
reports into the event itself. So for state party, the Rules Comm, Plat 
Comm, etc reports would be on 
https://lpky.org/event/2020-lp-kentucky-annual-convention-2020-03-07/ so 
that everything having to do with that convention is found at one link. 
Likewise, reports for other parties can be put into the event for that 
affiliate.

We also have individual member proposals coming in. Deadline is either 
today at midnight or tomorrow at 9:30am ET, depending on one interprets 
the rules. (Either 45 days prior to the day of the convention, or 45 
days prior to the planned opening gavel).
