[Lpk-execomm] Constitutional proposal

In accordance with our Constitution, I am transmitting an additional
proposal for consideration by the body at Convention regarding the party's
constitution.

 

This addresses a couple issues that have come up since the committee
finished its work.  Please have this posed to the party's website.
