[Lpk-execomm] Motion to buy D.O.B.'s from L2

With my apologies for speaking as a non-member of the committee, but as 
the IT Director, I can explain the background and goal here.


Goal:

The goal is to have clean data to optimize our resources. Keeping our 
data cleaned up and merged means we keep data about a person 
consolidated and so we don't do things like send mail to a bad address 
(expensive in money) or try to call old/bad phone numbers (expensive in 
volunteer time).

Not counting the time saved by not trying to call bogus records, which 
is hard to calculate but definitely a cost, mailing will cost at least 
$0.35 per person, so we want to cut down on the number of bad/old 
addresses in the DB to save money for that, too.

We would definitely want our list cleaned up as much as possible before 
we try to send postcards.


Background:

Back in 2008 or so, we discovered that all voter records in KY are 
unique if you have first name, middle name, last name, and full date of 
birth.  This lets us de-duplicate and clean our data.

Because people move around (and Libertarians, in particular, are very 
mobile) we want to try to find all of the instances of a person and make 
sure we only have one.  For instance, I find people who move from D5 to 
D6 to D3/D4 pretty often.  Or D2 to D3 to D4/D6.  Less commonly, people 
move the other direction. This is complicated when people get married, 
change their last name, and move all at the same time.

The KY SOS used to provide full DOBs but stopped sometime in 2017, 
meaning we do not have full DOBs for any new Libertarians in SOS records 
we've purchased since then.  Also, people who sign up through LPKY.org 
using a nickname or their middle name as their first name weren't get 
matched anyway.

I'm working on de-duplicating as much as I can. I built a program to go 
back through all of our SOS databases and match with the versions with 
full DOBs, where possible. I've uploaded all of that into the CRM and 
now I'm doing the cleanup work on that.  I don't know how many we will 
need to purchase.  It should be 5000 or less DOBs.

The cost we have been quoted is $0.01 per record to get dates of birth 
from outside data provider L2 (aka Labels And Lists).

Note that other cleanup steps, such as marriages causing changes to last 
names, aren't included in this go-around.  We will want to do at least 
one more round of cleanup after this to try to find people we can't find 
in the most-recently-purchased version of the SOS database.  I do not 
have a quote for this at this time, as I do not know how many this will 
be after we go through this round of cleanup.
