[Lpk-execomm] Bylaws amedments

In our first in person meeting at library there was a great deal 
accomplished.  We had talked about getting it put on doc sharing 
platform.  Even if only read only.  We also have had alot of phone call 
meetings.  I never made recordings or minutes so 'which bylaw' was 
nixed/added?  I can't remember.

As for our agreement on which version we were even 'starting out' 
with...I can't remember.  If I remember correctly it was the 'rules 
committee report '17' that molded into something rather different by the 
end of the day because of structural compromises in regards to where the 
'election committee' sat in the hierarchy and 'how' it was allowed to 
only promulgate rules for elections.

Multiple compromises and concessions were made on both sides but without 
minutes I woudln't be able to tell ya'll which bi law / proposal we are 
working with.
