[Lpk-execomm] Bylaws amedments

Our bylaws were amended last year in August, I believe - there was a
motion made and passed at an Executive Committee meeting; however, the
bylaws have not been updated on the website to match and the minutes
aren't posted. 

Does anyone recall if we passed the Rules Committee recommendation to
delete Bylaw 900.6.8?  This bylaw directly contradicts what was done in
2017 (to remove this restriction from the Constitution to remove
catch-22 problems), which would otherwise require a special convention
to untangle.  I think we did remove this, but I wanted to be sure.
