[Lpk-execomm] MOTION: Purchase of phone number and service for LPKY

I've been looking, and I cannot find in the minutes where we actually
authorized the purchase of a number.  We talked about it, but I don't
see a motion to authorize the expenditure.  Also, I have been looking at
prices and they're higher than what we thought we had passed anyway.  

Therefore, I make the following motion: 

LPKY authorizes the expenditure of a setup fee of no greater than $50,
and a monthly recurring expense of no greater than $25 per month, for a
State Party phone number with voice mail. 

And I am seeking a second.
