Thank you for expressing interest! As far as the technical requirements
(procedure/bylaws), you seem to qualify. We need members of LPIL who are
also seasoned residents of Illinois; you signed up in 2013 which is well
before our residency deadline. The next step is to be nominated and
voted on by our State Central Committee. We can do that in an online
meeting or by an email vote if you are interested.
Here is a link to the handbook for delegates from the Libertarian
National Committee:

This is a volunteer role; unfortunately we can't offer any support with
travel or lodging, so we need volunteers who can pay their own way to
Washington, D.C. on Memorial Day weekend. Many delegates share expenses
among themselves to make the travel more affordable, and there is some
limited support available from outside groups such as the Libertarian
Party Povertarian Caucus.
I hope this answers your curiousity. Please read through the handbook
and if you would like to be nominated for the role we can correspond
further.
We also have other volunteer roles available so please check out our
website https://lpillinois.org/about/leadership/ and let me know if you
are interested in any of the other vacancies as well.
