[Lpil-scc] Requirements for delegates

Thank you for expressing interest! As far as the technical requirements 
(procedure/bylaws), you seem to qualify. We need members of LPIL who are 
also seasoned residents of Illinois; you signed up in 2020 which is well 
before our residency deadline. The next step is to be nominated and 
voted on by our State Central Committee. We can do that in an online 
meeting or by an email vote if you are interested.

This is a volunteer role; unfortunately we can't offer any support with 
travel or lodging, so we need volunteers who can pay their own way to 
Washington, D.C. on Memorial Day weekend. Many delegates share expenses 
among themselves to make the travel more affordable, and there is some 
limited support available from outside groups such as the Libertarian 
Party Povertarian Caucus.
