[LPIL - Board of Directors] Updated Libertarian Party of Illinois Policy Manual since IT Policy motions

Mr Secretary  (and fellow BoD members):

Attached is the updated LP of Illinois Policy manual (my best efforts to 
incorporate the recently approved motions, and to be secured in safe 
keeping and made available on the lpillinois.org website.

I will defer to our Chair, Executive Committee and Secretary Mattes and 
anyone else with an eagle eye if any unintended typos, etc, may have 
crept into this.  No other Divisions should have been impacted, but 
worth reviewing carefully in any case.

Thank you all for supporting this long overdue policy revision.
