[Lpganationaldelegates2018] Divest from the War Machine

I'm pretty sure the LNC *could* do it, and I'm in communication with a member of said body who is pushing for it. He's been facing crickets.
A motion to force the issue is plan B, and not a secret. The guy in talking to said i should keep this in my back pocket if he doesn't get traction in the coming days.
I feel certain the delegation has the authority, even if it's not practical for the whole body to be exchanging emails with Code Pink. I think the motion would be more along the lines of authorize & require such action.
