[LPGa Executive Committee] URGENT - Please vote tonight on support for election rule changes

Hey Team,
We've got another opportunity to help with election reform brought to us
again by the Coalition for Good Governance. Essentially, we'd be making
a request to the Georgia Secretary of State as an "interested party" to
change how elections are run. I've attached the detailed requests, but
also wanted to give a rundown here.
* Voters would be able to drop off their absentee mail ballots at
their home precinct on election day or at an early voting center during
early voting. This would accomplish numerous goals as listed on the
attached Rule 1 Exhibit, such as reducing polling place lines, and
eliminating the risk of mail ballot delivery or improper rejection. It
would also provide a hand marked paper ballot.
* The new BMD screens must be installed in a manner that protects the
voter's rights to a secret ballot. [The screens as installed during the
pilot elections permitted people across the room to see how people were
voting.]
* Paper pollbook back up must be provided in the polling place to be
used for reference when electronic pollbooks are malfunctioning or
contain discrepancies. This prevents unnecessary provisional ballots and
disenfranchisement. The State has a bad record of electronic pollbook
failures causing people to be turned away or forced to vote provisional
ballots. The attempted implementation of the new electronic pollbooks is
not going well, and further demands the paper back up requirement we
propose.
* A rule to provide for a more realistic transition to a new voting
system. The implementation risk of this transition are massive and the
state failed the first test in the 6 pilots.
In order to be a formal petitioner we need to do prepare an affidavit
and write a cover letter that includes your parties' interest in the
matter, then send package to the SOS. We'd like to get the package sent
tomorrow at the latest so need to move _QUICKLY_.
As such, Smythe DuVal is making a motion to support these rule changes
and send out the necessary documents to the Secretary of State to
petition for their inclusion. Ryan Graham is seconding this and we can
go ahead and vote. PLEASE VOTE TONIGHT if you can.
Let me know if you have any questions. This is a great opportunity for
us. The Coalition for Good Governance seems to think we'd be the biggest
org to sign on if we do, which could be leveraged for some good press.
