Hello All, Florida has a phased system which is a county by county initiative. So for instance, Florida can be in Phase II out of III, but some counties might remain in Phase I depending on the severity of cases. So far, those counties have been Miami-Dade, Broward, and Palm Beach counties, while Monroe (Florida Keys) has been imitating Miami-Dade's restrictions. Orlando/Orange County has not seen the case levels of South Florida and has remained on a steady path towards Phase III with the rest of the State and is currently in Phase II. What is important to understand is that the major blockade has been the self-isolation/self-quarantine for citizens from CT, LA, NJ and NY. This has been enforced via checkpoints on I-10 (Louisiana) and I-95 (main highway from the NE of the US). The checkpoint on I-10 was recently lifted, and on my way back from North Carolina last Saturday I noticed that the checkpoint on I-95 was not activated and cars were free to pass. I do not know the state of airport checkpoints for flights from those destinations at this time, however, it is up to local municipalities to enforce such laws. It is my understanding that Orlando PD is not enforcing state mandated quarantines in their municipality. Also, the theme parks are now reopened in Orlando at 50% capacity. The State has been moving towards reopening for both political and economic reasons. The Republican National Committee has decided to move their convention to Jacksonville for August, and the State continues to inch towards reopening. It is my recommendation that State Chairs supply their delegates with letters with the purpose of their travel being for political purposes related to the First Amendment freedom of expression and assemble in regards to essential election activity in the event they are detained during a checkpoint. I don't foresee major issues or changes, especially when driving.
