Dear Nick and Alicia, I submit the following motion for consideration at the upcoming LNC meeting on August 19-20. 2017. I ask for 30 minutes on the agenda for debate and action on the motion. Candidate Support Committee Create a Candidate Support Committee consisting of five LNC members or LNC alternates and two non-LNC members of the LP. The LNC members of the committee are elected by the LNC and the non-LNC members are appointed by the LNC Chair based on recommendations from the LNC members of the committee. The LNC Chair will appoint an Interim Chair of the Candidate Support Committee until a permanent Chair can be elected by its’ members. The Candidate Support Committee will develop and maintain a set of LNC approved criteria to set standards for LP financial contributions to LP candidates other than President of the United States. The initial set of standards is to be submitted to the LNC for approval no later than the December 2017 LNC meeting. Each succeeding Candidate Support Committee will review the standards and report any needed changes to the LNC for approval no later than the second LNC meeting of the term. The Candidate Support Committee will also be responsible for developing a proposed budget for Candidate Support for each election cycle. Following the approval by the LNC of the Candidate Support criteria and budget, the Candidate Support Committee will then be responsible for administering financial support for Libertarian Party candidates through each election cycle with a report of its activities and spending to the LNC no later than the Spring LNC meeting following each General Election. Partial delegate allocations based on 2016 Presidential vote - final

Thank you for helping me with the distribution! -Alicia -------------------------------------------------- Dear State Chairs, As some of you will recall from a similar message I distributed in April, there are two components to calculating the number of delegates each Libertarian Party affiliate is entitled to send to a national convention. One component is based on the number of sustaining members in that affiliate. The second component is established by LP Bylaws Article 10.3.b as follows: "One delegate for each 0.35 percent, or fraction thereof, of the votes cast nationwide for the Libertarian Party candidate in the most recent presidential election, cast in that affiliate's state." The Libertarian National Committee has the following policy: "The Secretary shall distribute to each affiliate party the Presidential vote totals which the Secretary proposes to use for purposes of delegate allocation for National Conventions as provided for in the Bylaws, no later than the last day of April in the year following a Presidential election. If any Party member seeks a modification of the vote totals proposed by the Secretary, the member shall file with the Secretary a written request to modify the totals along with any documentation supporting the request no later than the last day of May of the same year. The Secretary shall review all such requests to modify the Presidential vote totals and distribute a final allocation of delegates based on Presidential vote totals no later than the last day of July of the same year." The Federal Election Commission (FEC) has published the certified 2016 Presidential election results online at: http://www.fec.gov/pubrec/fe2016/2016presgeresults.pdf In April I proposed using those figures for purposes of calculating the above-described portion of delegate allocations. I have received no requests for modification of the numbers I proposed in April. Thus, the final allocation of delegates based on Presidential vote totals is attached, and it is identical to the numbers distributed in April. The document shows the delegate allocation formula applied to those numbers published by the FEC, showing how many delegates your affiliate would earn based on that portion of our bylaws. Just to be very clear, *this is not your entire delegate allocation for the 2018 convention*. This is only part of the formula. The count of sustaining members in your affiliate will be updated as of 11/30/17, and then I will provide you with your full delegate allocations. Alicia Mattson LNC Secretary

Affiliate Support Committee Call in Information

The Affiliate Support Committee will be meeting Thursday, July 27th, 2017. The committee has increased its meeting frequency to every two weeks in anticipation of the #ReRegister Month project for 2017. Our next meeting following the July 27th meeting, unless otherwise notified will be exactly two weeks later on August 10th, 2017. The meeting is open to LNC Members, LNC Staff, State Chairs, Party Members, Libertarians, libertarians and invited guests. We are a service oriented committee so we encourage attendees to participate in an orderly manner. If you have a matter you wish us to consider please contact me in a advance if possible. CredComm applications to be handled like the others

I intend to handle the Credentials Committee applications the same way that I handled the platform/bylaws applications. As before, I will not be posting the full applications with all the individual contact information to a public email list. The application deadline is August 10. I will assemble them all into a PDF at that time and make them available to LNC members who agree to not re-distribute the contact information. My goal will be for them to be available by August 12, which is one week prior to the LNC meeting. A few of you have requested to see interim weekly batches prior to that date. I have the first set ready. Go ahead and email me a short note indicating your agreement to not re-distribute the contact information, and I'll start sending you the weekly batches. -Alicia

TL; DR - I vote nay on email ballot 2017-16. My thoughts: I find myself in the same situation as I did when the Wicks motion was presented. At that time, promises to come up with a procedure we made (and we even delayed considering a request from Senator Ebke for that procedure to be in place), yet action has yet to materialize. I believe that our first duty is to win elections, and without a process to vet funding requests, we are ill-equipped to determine which campaigns should receive our limited funds. As both Arvin and Sam have outlined my concerns, I don't feel the need to reiterate them. I appreciate Dr. Buchman's many years of service to the Party and as an activist, and I think very highly of him. I also enjoyed seeing his debate performance online, and I think he did a tremendous job of offering a different perspective in that debate. Unfortunately, I believe that we will never create a process for these type of requests if we continue to fulfill them in the ad hoc manner from our limited funds. As such, I must cast a nay vote. I will continue to do so for all candidate funding requests until we've established a process to vet such requests. Brett C. Support for non-government volunteer military efforts

In seeking to reduce the role of government in using resources stolen from the people to provide "protection", in the United States and in other countries, the Libertarian Party does not advocate that people be left defenseless, but instead supports their right to defend themselves and enlist the voluntary aid of others in doing so. In the U.S., this primarily means supporting the Second Amendment and the legal right to keep and bear arms. But what about in places where those in power have even less respect for the law or human rights, the time for peaceful opposition has passed, and their victims need more help in throwing off oppression? Although it is little discussed in this country, some people do join non-State groups to fight directly for liberation. He has founded a non-profit security contracting firm called Sons of Liberty International (https://www.sonsoflibertyinternational.com/) to provide "free security consulting and training services to vulnerable populations to enable them to defend themselves against terrorist and insurgent groups". Just as Libertarians seek to embrace and promote alternatives to government welfare, so we should also seek to embrace and promote alternatives to government warfare. I would like to see us pass a resolution commending SOLI's mission, and the efforts of the heroic individuals who put their lives on the line to fight for freedom in volunteer, non-State militias, as a positive alternative to government military interventions. Who's with me? If you support the idea, speak up, and let's craft some language.
