Budget motion

Background: Total actual rvenue less actual cost of support and fundraising YTD, minus budgeted program expenditures, will be $75,243 if the two email ballots on the budget pass. This is money in hand above what is budgeted. I will move to increase the following lines: Litigation: add $14,000 Candidate, Campaign, and Initiatives: add $27,000. Create a new line item under program expenditures labeled "Appointments and DC Relations" and budget $20,000. The remainder of actual unbudgeted revenue, and much of any additional revenue that comes in this year, should, in my view, be used to pay down the mortgage. Rationale: Litigation is going to go over budget if email motions pass. Candidate, Campaign, and Initiatives will go over budget if email motions pass. As you know, I favor "let national be national" and doing more of the things that only a national organization of our size can do. Here are two of those things: court the DC press corps, and get our members appointed to federal offices. There is enough money in media, I think, to make an increased push at the press corps. In support of getting our members appointed to federal offices, I'd like to see staff build relationships with friendly staffers in the Senate. Similarly, we could host luncheons at HQ for MoCs and staff. At the same time, what I'd like to do is build a database of LP members who seek federal appointed office, are serious about making a move if an opportunity arises, and have serious, credible resumes for the positions. When offices open up, these relationships will mean staff can quickly get an opportunity to place a serious resume in front of a staffer working for a Senator on the appropriate committee. Service in appointed positions will put our members in positions to change public policy. It will also put them in a position to run for elected office after their service with an additional qualification under their belts. Building these relationships and making those appointments happen is something only a party with a serious structure and a DC presence can do. This is the right thing to do. Signing into electronic meeting tonight

Attached to this email is a document put together by another organization, but I've borrowed their work. It walks you through signing into an Adobe Connect meeting room (everyone except me as the host signs in as a "guest"). This document also walks you through another important step. When you first enter the room, you should run the Audio Setup Wizard, which has you pick which of the devices on your machine you intend to use as your mic/camera (in case you have multiple options), it is going to test your microphone, your speakers, and the volume on each so you can adjust if necessary. I will be away from email for a while this afternoon, but I hope to be able to open the meeting room about 30 minutes before the meeting starts. That will give people the option of signing in early, having their equipment tweaked, and have time to explore the menus and features of the room before we start the meeting. Please sign in early if this is your first time using Adobe Connect. If you wait until the call-to-order time tonight to start signing in and figuring it out, it will delay our start time. -Alicia

confusion on LPKY motions

There are three motions about two different LPKY lawsuits that have been floated for email ballots. I got them confused, and perhaps my confusion dragged two others down with me. Let's see if I can clear this up. The three motions are summarized as: A) $500 to cover costs in ballot access lawsuit B) $2,000 to appeal ballot access lawsuit to SCOTUS C) $7,000 to cover costs in lawsuit against KET over debate criteria Motions A and B were initially co-sponsored by Katz, Harlos, Redpath, Bittner, Hayes. Katz indicated he was willing to move C (since Moellman as an alternate can't do it). After I posted a minutes excerpt from Sept 2014 indicating the LNC had previously approved $6,500 of the $7,000 being requested in motion C, Katz withdrew from C. After Katz withdrew sponsorship of C, both Bittner and Harlos said they would withdraw also...but they had only co-sponsored A and B, not C, so the only thing they could withdraw from was A and B. If Bittner and Harlos are withdrawing from A and B, then those motions only have 3 co-sponsors and would need a 4th to become an email ballot. If, however, they also got the subjects crossed, perhaps they would like to re-affirm their co-sponsorship of A and B? Sorry for starting the confusion... Have I got it right now? -Alicia

Committee transparency

I will be introducing the motion to amend indicated below. Bold is for additions, italics for removal. Before that, though, I have some comments on this motion. First, not all committees have power - in fact, some members of the LNC are likely to support this while also believing that no committees, or very few, should be empowered. What is the purpose of a non-empowered committee? It depends on the committee, but in all cases, the committee is supposed to be composed of people with particular knowledge in a particular area or on a particular question, and to return recommendations for action. RONR differentiates between a few sorts of committees. Standing committees are composed of "the strongest possible group for the handling of any task that may arise within the province of the committee." Special committees are subdivided into types. A special committee appointed to carry out an instruction from the assembly should be composed only of those who favor the action. When one is appointed for investigation and deliberation, it should be larger, and should represent all viewpoints within the organization, to the extent possible. This motion, though, treats all three of these committees types alike. When we impose obligations on committee members, we are limiting the pool of people willing to serve. We should, therefore, be sure that the obligation makes sense and serves a purpose. When a special committee is appointed to carry out an instruction, I see no particular purpose to compelling committee members to provide their contact information. Their task is not aided by being provided with the opinions of various party members - the views of the one, or the several, do not prevail over the views of the many - in particular, as ordered by the assembly or its appointees. The other two sorts it probably makes sense to display contact information for - particularly the last type. However, even there, what we're doing is politicizing the process of committee deliberation. We're purposefully trying to allow for lobbying and email campaigns - in the case of the candidate committee, for instance, we're making it easier to get a letter-writing campaign on behalf of a candidate whose campaign does not advance our strategic objectives. As I said here a few weeks ago, we're favoring the most vocal over the decisions made by the delegates as a whole. Regarding "or within the committee's own published standing rules for executive session," why on earth would we require this? We are discussing committees appointed by the LNC. The LNC operates under RONR and our own rules. Committees we appoint are not permitted, unless we give them permission, to adopt their own rules of order. Presumably, we'd interpret this rule as us giving them permission to adopt their own rules of order as regards executive session, but that misses the point - unless they do, they operate under our rules of order, in which executive session is well-defined (and limited more than in RONR). What is being achieved here, other than forcing a committee to adopt a motion making either our rules or RONR's less restrictive rules for executive session their own? These rules exist, and are available on our website. RONR is available in any bookstore. Exactly what 'transparency' is gained by simply chucking out portions of our own rules for committees, and then telling them "if you want it, you can adopt it." Furthermore, if a committee is not permitted to enter executive session, a standing rule would not be sufficient to allow them to. I agree with Ken that we should not bind our rules to any particular form of technology. As concerns all internal email communications, I oppose this restriction on committees. Unlike boards, committees produce a work-product. Committees often do not keep minutes because their report is exactly what they've done. An empowered committee is a bit different, but similar in this sense - I'd support everyone being able to know what they've done, and the right of the committee to make its reasons public. Furthermore, exactly how would this be enforced? If two people are both appointed to a committee, are they permitted to email each other separately from the "official list?" Are they allowed to call each other and discuss how they feel about a topic before the committee, phones being electronic devices? True, a phone call isn't a correspondence - how about texts? As for emergency meetings, I for one am not interested in missing filing deadlines or other statutory dates because it is realized 36 hours before a meeting that the committee didn't properly file its rules for emergency meetings, or didn't think to word them in a way that includes the situation in which it finds itself. Move to Amend Policy Manual Section 2.02 (page 23) to add a new subsection (2) and re-number the remaining as follows: 2) Committee Transparency The names and contact information (phone number, email address, or both) for all committee members shall be posted on the LP.org website*, except that the committee member may choose not to disclose contact information*. Unless otherwise specifically excepted on a committee-by-committee basis *or within the committee's own published standing rules for "executive session," *all committee meetings shall be open to any member of the National Party to observe or listen *with the exception of executive sessions **and all electronic committee correspondences shall be made available on a public reflector system on the LP.org website, the location of which will be published with the committee contact information.* Notices, minutes, agendas, and call-in information of committee meetings shall be published to said reflector list or otherwise on the LP.org < http://lp.org/> website*, including a record of all substantive committee actions and how each member voted.* At least 48 hours public notice will be given for any committee meeting*, with the exception of emergency meetings as defined within the committee's own published standing rules., except that a call to meeting agreed to by all committee members shall be made available publicly at the time it is issued.* Joshua A. The initial request was for $12,000 for a television campaign and now has been lowered to $5000. I don't understand how either amount of money on television can have any demonstrable effect on an election. While this opponent may have poor name recognition the Democrat Party has an extreme hold on the vote process in Massachusetts. How much money has Mr. Simmon's raised for his campaign so far? This is always one of the considerations I use when considering a donation to a candidate. Also, as Whitney has stated, Mr. Simmons says he needs the entire $12,000 from National. That isn't legal. There are ways around things but that all takes extra time. Even if members cosponsored this it would still be at least a day before it even started being voted on and then would take up to 10 days after that. This motion doesn't meet the amount he says he MUST have from the LNC and doesn't meet his time frame. I wish luck to Mr. Simmons in his campaign but I don't think we can help him. There is no realistic way to know what percentage of the electorate will see them, except that the only TV in western Mass is Cable and they are working through the Cable system, so ANYONE watching TV will see them. Of course you can see the ad, I can not produce the ad without knowing I have the funds to do so! The Storyboards give a general idea...we cant expect scripts or more polished ads if we cant guarantee to pay the studio. Most important, there will NOT be a "sea" of political ads: NO ONE is spending TV time in Massachusetts, as there are NO OTHER CONTESTED RACES in western Mass! The Presidential campaigns are not even spending money in Mass." They are looking at three different ads that would cover western massachusetts (Berkshire region), which, incidentally, would also spill over into NY and VT - which could only help with Alex Merced's Senate race and the J/W campaign in Vermont as I do not shy away from the Libertarian label. :-) The first and third require some explanation, as they are unique: they are REVERSE attack ads, meaning: at first, they start out dark as if they are an attack ad against me, with the voice over saying something such as, "he wants to end common core.." The idea is to get people to say to themselves, "yeah, me too!" and then end by showing people they agree with me and the LP after they have already said this on their own heads. The second ad plays on the print media, which has called my opponent "disappearing," "missing" etc, by showing him and then fading out. It is the single biggest factor in this campaign, as the Berkshires - dems, reps, Inds...are LIVID at his inattention to that portion of the district. This could be a gamechanger. I realize that everyone wants money - and I will be blunt: if we are to do this, I need $12,000 for the full campaign from National. And I need to know within a week to get into production. I would appreciate it if you could bring this to the attention of the powers that be in the LP, and see we can get them to invest in my campaign.
