I would like to give previous notice for the attached proposed amendment to the policy manual. When we adopted the electronic meeting rules, we noticed that Policy Manual Section 1.02.6 gave a procedure specifically for face-to-face meetings, so we added "or electronic" to that first sentence so we could use the same procedure for any electronic meetings. What I didn't notice at the time was that the first bullet point that describes the procedure again specifies that it's "for LNC meetings scheduled as face-to-face meetings involving travel to a single site". This proposal is editorial cleanup so that the details of the procedure no longer would appear to apply to a narrower scope of situations than the intro paragraph does. -Alicia

Region 7 has notified me that Kevin Ludlow of Texas has been selected as their new regional representative, filling the vacancy left by Jay Estrada's resignation. Daniel Hayes of Louisiana remains their regional alternate. I've added Kevin to this email list, sent him information about our Alexandria meeting, and sent him a copy of the current Policy Manual. I primarily remember the late Ron Crickenberger for his interest in the Libertarian Party fielding enough US House nominees to cover a majority of the country's Congressional Districts. So, I was quite surprised to see the sentences below that I put in bold face. Again, we should take yes for an answer. National level and statewide campaigns do provide the most bang for the buck in terms of free media, outreach, and short-term membership growth for the party. But winning local elections is crucial to our long-term success. We must build a support base for our candidates by winning locally to set the stage for larger victories later. By having a strategy which encourages lots of candidates at all levels, our candidates will be able to run in the races which are important to them, setting the stage for them to do the best job possible. This manual is written from the standpoint of a state where ballot access and filing fees are relatively reasonable. There will be little difference in recruiting techniques if your situation is more difficult - but your success rate will naturally be somewhat less, and you will have to concentrate your resources more. Court rules that Tennessee has to make it a little bit easier to stay on the ballot

This is one of those rare victories in which a court rules that a vote test for ballot-access retention is too severe: http://ballot-access.org/2015/07/02/sixth-circuit-agrees-with-u-s-district-c ourt-that-two-tennessee-ballot-access-laws-are-unconstitutional/ Of course, having to get 5% for President or Governor is still extremely difficult, but this court ruling helps a little bit. LP Bylaws ARTICLE 5: MEMBERSHIP 3. "Sustaining member" is any Party member who has given at least $25 to the Party in the prior twelve months, or who is a life member. If the LNC gets down on its hands and knees and begs, maybe we can get the 2016 Convention to amend the above Bylaw so that the National LP can offer similar short-term membership promotions. Obviously I would want the Executive Director to tell us that he thinks that said discounts would give us a positive ROI. The basic idea would be that the Bylaw would set a floor, a maximum allowable increase per LNC term, and allow for up to four weeks per LNC term of discounts of not more than say, 33%. If you don't understand the "hands and knees and begs reference": it has to with a prior LNC raising the annual dues to $50, and then a few months later lowering the annual dues to $0. Needless to say - the delegates at the following National Convention were not amused. The National LP dues were first raised to $25 per year in February 1991. If they were merely increased to keep up with inflation, they would now be $44 per year.
