[LPK-Rules] Draft Proposal: Central Committee

All -

As we have discussed last term and this term, to put focus on county 
party growth, here's the current version of a proposal to have the 
County Party chairs (and Vice-Chairs as alternates) form a State Party 
Central Committee, who ideally rarely meets but provides direct 
oversight an appointed State Party Executive Committee.

I would like to discuss this on Thursday's call.  If we're going to 
propose this, we need to know the details in this format so it can be 
codified.  This proposal would significantly re-write Article IV, and 
also touch Article V and Article VI and maybe a few other things as 
well.
