[Lpk-rules] Rules Proposal - Significantly reduce documents

As will likely come as no surprise to some, I am bringing forth a
proposal focused on significantly reducing the size of our governing
documents.  Specifically, merging everything back into one document. 

We survived without multiple documents just fine for decades.  Basically
no one has read all of the rules as they exist today because they're too
long and specifics are scattered into multiple documents.   

Current Constitution:  5,483 words 

Current Bylaws: 3,851 words 

Current Operating Rules:  8,832 words 

TOTAL Current rules:  18,166 words 

My proposal would reduce the Constitution (and thus all the rules) to a
combined 8,251 words.  That's a 54.6% reduction in words.
