[Lpk-rules] In-person meeting in Frankfort on 10/9

REMINDER -- 

Meeting in Frankfort on Saturday at 9:30 Eastern Time! 

It came to our attention on the "not meeting" (previously scheduled and
then later cancelled) call tonight that the Rules Committee now has
members in the Central Time Zone.  As such, we will probably need to
adjust meeting times, and as such also need to adjust the location as
well. We can discuss this further on Saturday, but it's something
important to note. 

Also as a reminder, here's the current list of proposals. If there are
any proposals any other committee members would like to propose please
send them to me and I'll add them to the document.
