[Lpk-execomm] MOTION: motion to use the same bank for counties and the state

LPKY will have a hard time getting a treasurer willing to travel to all of
the counties in Kentucky to open and close bank accounts along with all of
the rest of the paperwork.  We don't seem to have that many active, retired
members.
Each county party would only have to make one trip to the bank, though.
