[Lpk-execomm] MOTION - $200 for el toro targeted marketing fee

I move that the Libertarian Party of Kentucky allocate $200 for the 
Wendy Higdon campaign's purchase of Digital Media Services from El Toro, 
matching a $200 donation from Dr. Robert Lodder for the same purpose.
