[Lpk-execomm] Motion to endorse Matt Todd

IMO the clearest take away is that we need to be much better at monitoring who is running as an L.  I'm hoping there is a low cost & effort way to gather this info for the entire state, but we also need the information as early in the game as possible.

As for Matt, I suggest we do as little damage as possible, not because some of us like him, but because he has taken local action for us and enough of us know who he is that timely discussion would have almost certainly lead to timely nomination.  Would voting on a post-hoc nomination as an attempt to square what has happened, but otherwise shutting-up unless asked, do more good than harm ?
