[Lpk-execomm] Mailing costs

Per the question last night -- 

Sending 15000 postcards to everyone we have in the CRM would cost just
under $7500.  

If it's going to be done, it needs to be done ASAP.  

To reiterate the reason this should be considered -- the 4th District
showed the best results in 2019 and all we did was a mailing.
