Fellow Executive Committee Members:

I notice the proposed convention rules state:

    1.1.4.3 Any vote for officer or office must be taken by secret
    ballot, implementing instant runoff or preferential voting, and
    “None of the Above” (or NOTA) also listed as an option.


The phrase "instant runoff or preferential voting" is a little 
ambiguous. Note that Wikipedia gives different definitions of 
"preferential voting." https://en.wikipedia.org/wiki/Preferential_voting

Why not say simply "instant runoff" or "instant runoff (i.e. ranked 
choice voting)"?

This provision doesn't seem to apply to electing delegates to the 
national convention. I suggest we use Single Transferable Voting 
<https://en.wikipedia.org/wiki/Single_transferable_vote> for that. (STV 
is one of the forms of preferential voting that is listed in the 
Wikipedia article on preferential voting.)
