[Lpk-execomm] Rules Committee Report

Attached is the Rules Committee Report for 2019-2020, for consideration
at the State Convention. The deadline for our committee or any member to
submit proposals for Constitutional changes to be considered without a
suspension of the rules on the floor is today. 

Anything that didn't get at least 3-6 in the committee was not included.
There are 3 proposals, total.  The first is everything done by unanimous
consent, and is therefore lengthy and done as a copy of the whole
Constitution and Operating Rules marked up in redline. The second and
third proposals are much smaller and targeted changes, and can be found
toward the end of the report.
