On behalf of the 4th District Party, I am submitting the LPKY 4th
District 2020 Annual Convention Plan passed by the LPKY 4th District
Executive Committee at our regular business meeting on 10/8/19.

As a related aside, any County Party needs to have their plans submitted
by the 2nd weekend in November, and any District Party must have their
plans submitted by the 1st weekend in December.  State Party must be
ready by the end of December.  (Operating Rules 600.1.2.2 - 600.1.2.4)
