[Lpk-execomm] Platform & Issues; Constitution; Operating Rules

For your review, attached are Platform & Issues revised from 2019 Annual 
Convention. It wasn't clear to me if these changes were to be added to 
our current P&I, or if this is the new P&I.

LPKY Constitution is attached. Highlighted in red were questions that I had.

LPKY Operating Rules is attached. More items in red to be discussed. 
Numbering became an issue, as well as giving titles to certain Articles 
and Sections.
