[Lpk-execomm] Updated bylaws

Fellow  (various) committee members:

The Executive Committee apparently passed some bylaws changes last 
August that did not get published to the website.

As a member of the new and improved IT committee, I've been tasked the 
job of updating the bylaws on the site. And since these particular 
bylaws changes have suddenly become relevant for the rules committee, I 
have been earnestly working away at this.

I had forgotten how much I hate WordPress.

What I have to offer you now is a bit of a kludge: A beautifully 
formatted set of bylaws that WordPress wants to mangle. (Apparently I 
need to create a new template to format them properly, but I haven't 
figured out how I am supposed to go about doing that.)

In the meantime, I offer you these two interim solutions:

 1. The updated bylaws, beautifully formatted, but on the wrong website:

 2. The same updated bylaws, on the correct website, but horribly
    mangled by WordPress:

        (Note that, although this page is published on the website,
        there are no links to it, so it can be treated as a draft for
        your review.)

In making the update, I made a couple of minor clerical corrections that 
you should be aware of and I noted a third correction that I feel almost 
certainly should be made:

    800.5.1 <http://hicksinthehouse.org/lpky/bylaws.html#800.5.1>
    originally read as follows (emphasis added):

        Subcommittees of executive committees shall be called at the
        call of the chair, or the majority of the *subcommittee
        Committee*, with
        at least seven days' advance notice, and shall be limited to the
        subjects contained in the call and agenda. The  seven days' advance
        notice requirement can be waived, in an emergency, by a 2/3 vote
        of the
        *Committee*.

        I dropped the first occurrence of "Committee" and changed the
        second occurrence to "subcommittee."

    800.5.3 <http://hicksinthehouse.org/lpky/bylaws.html#800.5.3>
    appears to have an extra word ("by"), which I dropped:

        Subcommittees may meet between meetings by the chair calling an
        email ballot.  A favorable vote by not less than fifty-one
        percent (51%) of all non-vacant positions on the subcommittee
        shall be required for any resolution or measure to pass; Votes
        shall be cast *by* in a form that permits verification of
        authenticity (e-mail is permitted).

    1100.3.4 <http://hicksinthehouse.org/lpky/bylaws.html#1100.3.4>, as
    amended and submitted to me, originally read (emphasis added):

        The Rules Committee shall consider any proposed changes
        submitted by a member in accordance with 1100.3.3, and publish
        all member proposals, with rules committee comments, or any
        revisions to the Rules Committee report(s) they deem appropriate
        in light of member comments to the State Party Executive
        Committee, and to the Party's website, *proposed changes,* not
        less than thirty (30) days prior to the state convention or any
        special convention called for the purpose of amending the
        constitution.

        I feel sure this is an artifact from copying text from 1100.3.2
        <http://hicksinthehouse.org/lpky/bylaws.html#1100.3.2>, but
        erring on the side of caution, I kept it and put it in brackets
        pending your consideration.
