[Lpk-execomm] KREF cleanup and 2H-2018 disbursements

FYI - 

The 52-page KREF report for the state party is completed.  I'm driving
to Frankfort this afternoon to ensure it's there before we get a
penalty. 

I have updated the bank depository to reflect our new bank account. 

I am also submitting the fine to KREF from the 2018-1H report. 

This should square away all KREF concerns.  

Now that I have all of this data, I need to put all of the county and
district data in, and then I'll be calculating the disbursements for
2018-2H.  As a reminder, given the current formula passed in late 2017,
affiliates should not be expecting a large check. 

I also still need D1 to provide an address so I can disburse the 2018-1H
to them as well.  If nothing else, I'll bring this with me to the state
convention.  That will wrap up all of the 2018-1H stuff.
