[Lpk-execomm] Amendment of agenda at last meeting violates bylaws

Stupid talk-to-text mangled that, but you get the point.
To be very clear...
Bylaws section 900 is entirely suspend-able/alterable/default, and
therefore no big deal. So we can alter those no matter what. It seems
like this sort of rule should be far more explicit about that ability,
but so be it. As long as you're going to rule that way on the
convention floor, that should be fine.
However...
Bylaws section 1100 is not suspend-able by the convention body. It is
out of order under RONR to suspend bylaws or other governing documents
unless those documents specifically authorize that action. Nothing in
bylaws gives the membership the ability to suspend 1100 (only the
Executive Committee). Section 1100 also provides specific timelines
which the Rules Committee in order to present a report, which hasn't
happened.
So the only way to squash 1100 in convention would be to amend the
section in the constitution, related to bylaws, and ensure they get
squashed.
And the core question....
Will the only thing in order, under the current rules, until such time
as they are changed, be my individual proposal which was submitted
on-time?
(Wouldn't it just be easier to repeal all this stuff since the party is
violating it all anyway?)
