[Lpk-execomm] MOTION: Purchase of phone number and service for LPKY

With the second, I'll add the following information: 

This will be a VOIP number, like we used to have with Skype. That means
we have a number that is NOT dependent on anything other than this
committee paying the bill.  

It will not be using Skype though, because they do not allow porting in
or porting out.  We want to keep our options open for the future.  Plus
Skype doesn't allow for custom phone numbers anymore anyway. 

I am planning to purchase a custom number, that will cost approximately
$20, one-time. This will give us a cool phone number again (ending in
LPKY or whatever). 

As usual, I always try to balance cost with usefulness. I am looking at
obtaining a stable service, with voicemail and email notification, that
isn't tied to any person and is an asset of the party.
