[Lpk-execomm] 2018-2019 Annual Budget

As required by the bylaws, here is a link to the 2018-2019 draft budget.
 I have to present it by the first Saturday in December, which is this
Saturday.  As I am heading to the LNC meeting in DC this weekend, I
wanted to get this out ASAP.

Since this is a new process, I feel a few things are important to
understand: 

 	* Projections into the future are basically a swag.  Who knows how
much we'll bring in, in 2019?  It will be the "low" year, based on my
experience.
 	* This will need to be amended.  It is definitely missing the
reimbursements for Chris Wiest. (I know some/all were provided in the
past, but I need these in a format that is unified and itemized for
record-keeping purposes.)
 	* The back disbursements from 2015-present should have been paid eons
ago, but unfortunately the disbursements actually made during that
period, outside of ballot access in 2016, were primarily mileage
expenses. 
 	* This report does not give disbursements to D2 (due to lack of bank
account) or D6 (due to being dissolved in 2017). 
 	* D5 is also not factored in because there has been no communication
with D5, to my knowledge, for many months; thus they are likely
auto-dissolved under the Constitution due to inactivity. 
 	* Graves is not accounted for because they lack a Treasurer who is a
Voting Member, and lack anyone qualified under the current rules of
Voting Membership to be able to step up to save that party. Therefore
they are going to be (or already are) auto-dissolved. (I tried to find
any way to save them, but could not find one.)

We were bleeding money. The cost-cutting measures taken will
significantly rectify this situation over the long-term, but the damage
was done.  We are down to only 2 people left in PayPal Manager and so
I'll be reaching out to those last two again and then cutting the PayPal
MRC off, rounding out the cost-cutting measures.  The expenditure
outlook going forward should now be much better.
