[Lpk-execomm] Convention Call - 2019 State Convention

While I have serious concerns over the "break even" point, given the
location of the convention, I wish to move things along and avoid
Constitutional triggers of "bad things, and therefore will move to ask
the committee to accept the convention plan as presented.
