I’ll second this, Mr Secretary.

We have well-defined roles for all divisions in the Policy Manual but to the extent we need to explicitly define how to assume (pro-tem) roles when there are vacancies, I would fully support and doing so with clarity on who assumes these roles may also drive incentives for those wearing extra hats (and the STate membership as a whole) to grow more state volunteers/members .  We are only in this predicament because we failed to grow our membership sufficiently - for a state our size - in recent years.
