[LPIL - Board of Directors] SCC District 16 Resignation

I accept the resignation of Bennett Morris as SCC District 16 Rep, and 
thank him for his service over the years to the LPIL.

I apologize for the tardiness of this message.

We need to take stock of the vacancies in all positions in the LPIL and 
send out email(s) to recruit members to serve in those positions.
