Resolution Endorsing Illinois Senate Bill 589 and Illinois House Bill 
3625

WHEREAS, SB589 and HB3625 provide that beginning with the budget 
prepared for fiscal year 2023, the rate of growth of general funds 
appropriations shall not exceed the rate of growth of the Illinois 
median household income;

WHEREAS, the Senate Bill has multipartisan support and 27 other states 
have tax or spending limits;

WHEREAS, this legislation limits growth in state spending to historical 
growth in the state’s economy;

WHEREAS, the Libertarian Party platform states that "(w)e support any 
initiative to reduce or abolish any tax, and oppose any increase on any 
tax for any reason";

WHEREAS, limits on large, unfounded spending increases serve as a 
protection for taxpayers;

THEREFORE BE IT RESOLVED, the Libertarian Party of Illinois endorses 
spending cap legislation, including SB589 and HB3625.
