Counter proposal

LET IT BE RESOLVED, "Democracy is that form of political constitution 
which makes it possible for the demagogue to inflame the majority (mob) 
to oppress their fellow citizens, and is the harshest of all forms of 
tyranny, making violence against minorities almost inevitable."
