To all:
I would propose the Libertarian Party of Illinois authorize a
separate account for donations specifically for Illinois races. As you
may be aware, we currently file with the FEC on all of our existing
donations. This makes these funds eligible for Federal as well as state
races. The mainline parties also maintain a separate account for state
races. Donations into this separate account would be filed with the
Illinois State Board of Elections and would be eligible for only for
state and local races. This would increase our maximum contribution
limit from $10,000 from any specific individual to $22,000 as $10,000
would be contributed to our Federal account and $12,000 to our state
account. This account may accept donations directly from corporations
and unions as this is prohibited under Federal law. It also would
allow donors to specify if their donation goes to Federal or state
accounts. This creates some work for treasurers going forward BUT there
is a benefit if we can begin to get donors to maximize contributions to
our party for ballot access or candidate assistance.
As our party continues to grow, we do have information from large
donors who could afford to donate such a large sum to the party. I
would propose that unless otherwise specified, any general donations
from individuals are designated as Federal donations. This allows the
maximum flexibility for the funds and requires no additional work.
Funds for state accounts would either be designated on a separate web
page on our site _OR_ be taken exclusively by executive committee and
executive director. This eliminates confusion for both the donors and
the treasurer going forward should such an account be authorized.
